I just got back from there. The surf is up and the water is muddy. It doesn't look good for the next few days.
The address is 6610 Palos Verdes Drive, Rancho Palos Verdes. Drive in the main gate and turn left at the first stop sign. This is the public parking. As Rich said, there is really only one way down to the cove. I use a wagon to carry dive gear and video camera, but occasionally wear my gear down.
It is definately not a beginner site, but on the calmest days can be managed by a new diver if it doesn't kick up during the dive. The best diving is at Long Point, a 1/4 mile surface swim from the cove. It can also be reached by entering from the point on only flat calm days. I have 321 dives there and won't enter at the point any more.
That said, it's still the best beach dive in SoCal. There is more to see here than any other site I've dived. You just have to get out there to see it.
