Actually, it's entirely possible that if Pt. Lobos were closed,
diving would not be allowed there.

Pt. Lobos is limited to 15 buddy teams per day, and reservations
are mandatory on the weekends, and you have check in through the
gate. If there's no one to take the reservations, and no one
to check you in through the gate, there's no diving.
