The Democrat party controls both the Cal house and assembly, and as such, is the primary bill writing, policy control and spending entity.

Also, if you look at all the high interest loans disguised as "bond" measures, as well as all the new tax measures sponsored by the Democrat party controlled special interests on the last ballot measure, you would find that they were soundly rejected by the people in the last election. Schwarzenegger had it right when he said the people had spoken on the ballot measures.

You just cannot continue to spend more than you bring in, and the government has been doing that for years. When the Republican party controlled the congress and WhiteHouse, they had their chance to take the moral high ground on spending but failed, so their hands are not clean either.
