You don't need a month's notice, unless it's a holiday weekend you can just meet the harbor boat at the entrance to Avalon harbor and they'll assign you a slip. If the harbor fills up they have overflow slips at Descanso Beach. At Two Harbors there is a float line specifically intended for unreserved first come first served slip assignments.
