That's from a FAQ. Only the quoted words are in the regs. I think a warden could write you up, but I'm not sure how a judge would interpret it. I don't equate "ashore" with "don't clean it until just before cooking".

The reason I poke at this reg is that I'd rather clean my game near shore, and put carcasses back in the water where something can eat it, rather than just in a landfill.
