this is funny, all the lost gear and debris I run into on my regular dives is usually lost and abandoned bug traps and the line associated with those traps. I have never once came upon a discarded bundle of monofilament, just the occaisional lost jig or lead weight. Sounds like another attack on the recreational fishermen like the whole driving force behind the MLPA process.
