Chris,

What if people play nice and help each other out instead of being jerks and hogging the mooring? It could happen. Almost every time I've hailed someone on the radio and carefully approached about diving a spot they were diving or fishing they were polite and helpful.

What is the solution that protects the delicate hydrocoral and still allows access for diving/fishing?
