A subsurface mooring at 15 to 20 feet with a tag line of 30 feet or so would be the best - I have worked with these before. The boat pulls up, The DM jumps in Freediving with a line off the boat with a clip on it. Dives down and grabs the tag line which has an eye on it. He/she brings it to the surface and clips it on. easy, you don't have to worry about boats hitting it at night or your average fisherman tying onto it.
