Just to leave everything on the table, another possible outcome is that moorings could be installed at Farnsworth, but the site is limited to dive boats up to only a certain size.

This would address the engineering issues that Ken mentions, and also avoid problems with inexperienced divers that tend more to be an issue when a shop or club is trying to fill one of the larger boats.
