Wasn't Farnsworth going to be part of an MPA? If fishing is allowed there diving will be almost unavailable because the moorings will be occupied by people fishing most of the time. Although most people are considerate some are not and it only takes a few to screw things up.
The tens of thousands of boats in the Southern California make any comparison of mooring usage at any island (including Hawaii) fallacious.

I think that because of the topography of Farnsworth any mooring system will far more damage than anchoring does now. Moorings will be there 24/7 in storms and high seas, high tide and low tide.
