Too simplistic a solution. It takes:

1. The will of the diving community.
2. The cooperation of the fishing community.
3. Approval of DF&G.
4. Approval of USCG.
5. Approval of the Coastal Commission.
6. Allocation of general funds for the moorings.
7. Consensus on who enforces and how.
8. Public hearings.
9. Review time after adoption.
10. Implementation.

Like I said, no one sai dit was easy . . .
