The guidelines have been developed over the last 12 years. Most of their work has been in the last three or four years since we started the current iteration of this process. They represent the best efforts of a well-defined and diverse group of scientists appointed to set minimum standards for Marine protection arrays on the California coastline.

It was necessary to set up these guidelines because the enabling legislation requires conformance to the best available science.

this is not the first time they've been applied. Over the last three years similar guidelines have been prescribed for the central and north central areas of California done previously.
