Yes, you can take urchins on scuba, the limit is 35 per day and no more than 35 in possession. No size limit.
Get the ones with a ball about the size of a baseball to soft ball.
If you want really good ones you need to go up to the North Coast where they've been gorging themselves now for a few years on bumper crop of Bull Kelp.
The roe is very plump, bright yellow, very sweet and not a hint of bitterness.
Every time I go out I harvest a few and eat them while I'm out there. The rush from the vitamins and nutrients in the blood stream is very pronounced, especially on an empty stomach after diving. Urchins are a very rich and healthy food source.
