I have found my Canon Elph to be very versatile and inexpensive. There are a bunch of small Canon's on sale right now everywhere for $150-$200. Pick one with an "underwater" scene mode. And then go on Amazon and type in "underwater housing for SD800 IS" (for example the one I use) and it should get you a housing in the $120 range. Great snapshots and even decent video.
