I think the reason why it has to remain in the LA/OC area is
because for the boat to get new mains and gen set power retro-
fitting through the Carl Moyer program, the boat owners and
possible subsequent owners have to agree for the boat with hull
number "X" to remain in the area for a set amount of time after
the install so that they can electronically monitor the
vessel's performance after the retrofit.

But then again, I could be wrong.
