I recall reading in several older diving texts that the term SCUBA was applicable to both "open circuit".. (the kind of rig that does not recycle the breathing gas and emits bubbles) and also "closed circuit" (the kind of rig that recycles the breathihng gas and does not emit any or many bubbles.) also commonly know as rebreathers. Thus.. IMHO "rebreathers" are indeed a type of SCUBA.
