I'd find the restaurants and stores they are selling to and hit them with a $25,000 fine first offense and loss of business on the second (State could sell to someone else), then confiscate the boats, gear, cars, and houses of the perpetrators. I would in the kindness of my heart give them a one way bus ticket to Iowa (nothing against Iowa, but few lobsters or abs there).

Hey, we have a State fiscal crisis afterall. No furloughs for Game Wardens.
