I'm all for citizens patrols and deputization of private citizens. If they want to preserve the resource and stop this or at least slow it down, it needs to be nipped in the bud by having people stop them right off the bat and forget about going for the "big bust". Waiting for years until they have enough evidence then making an arrest which only leads to measly fines and no jail time isn't effective. They also by that time have done a lot of damage to the resource.
