I dont know about all these percentages, but I do believe the lobster population at most of the dive sites we hit in Laguna has remained the same over the last 10 years. I do know that this MLPA thing is not really impacting commercial fishing, but it is going to kill us small guys who go down to the reefs to take a few bugs each season and something is just not right about that.
