If you are refering to the letter from Robert Neyland, Ph.D., he is not in the Navy, but is a consultant. He is also the co-Principal Investigator of the Beeswax Wreck Project Team, a group in Oregon that removes artifacts from a shipwreck for display in museums. I'm glad he doesn't have the same concern for the UB88.
