1. Current usage would question whether a "SCUBA diver" is a "skin
diver". Even my 1980s dive class text was "The New Science of
Skin and SCUBA Diving", whose name would imply that they are
different.

2. You can't fly the dive flag from a dive float or a floating
buoy.

3. Lawyers: Where would city vs. county law apply?

4. It says "himself". What if the diver is female?

5. I'm glad we don't have these rules in Monterey.
