1. Current usage would question whether a "SCUBA diver" is a "skin >>>Historically there has been many names for recreational divers;
Spear fishermen Swim divers Cousteau divers Free divers Skin divers SCUBA divers- which FYI predates all of the above except Spear fishermen 2. You can't fly the dive flag from a dive float or a floating >>> Why? 3. Lawyers: Where would city vs. county law apply? >>>There is also the factor of Marine or Maritime law 4. It says "himself". What if the diver is female? >>> There was a time not so many years ago that female divers were a huge rarity -- now they are approaching 50% of the dive population 5. I'm glad we don't have these rules in Monterey. >>> FYI Monterey was the first city in the US to establish laws governing Skin & SCUBA diving. Its law was the basis for the famed Laguna beach ordnance. Once again FYI The Laguna Beach ordnance began in Shaw's Cove which escalated into the Battle of Laguna Only two of the divers who fought the Battle of Laguna Beach are still alive. You and all who dive there are so very fortunate that they did fight the battle and compromise from a complete closure of Laguna Beach for Diving to a workable ordnance allowing diving with a few minor inconveniences.
