Oil has been seeping in that particular spot for as long as I can remember. I raced sailboats out there for 30 years, and one of the known strategies was to sail from the starting line out in front of the bend in the breakwater on a starboard tack until you see/smell oil, then tack over for the first mark. Worked every time,,,
