Best price I know for air is at Eco Dive Center @ $4.50. Of course I teach there, so I may be a bit biased :)

You want those 200 fills for free? Buy a tank at Eco and we'll fill it for free for life. If you do the math, even at $2 a fill, you come out ahead by buying a new tank.
