Frank,

I saw them right by the 120 reef on Friday. LA Lifeguard was nearby so I asked them about what I thought was gill netting. They told me that the net being used was not a gill net but something used to catch bait and they thought it was OK to do near shore but they would call DFG to make sure. I saw some anchovies or similar in the area so I'm sure that's what they were targeting.
