First offense should be $20,000 fine, gear and tranport forfeit, and lifetime prohibition from fishing in California. There is no excuse for poaching for commercial sale. Don't bother with jail time - why waste money housing them.

Second offense, $100,000 fine; lifetime wage garnishment and all asset forfeiture to pay debt. Ankle bracelet that zaps the criminal when wet.
