I think this is a really bad example to say enforcement efforts don't work and won't work in the MLPA process. The guy got popped 3 times by 3 different agencies over the course of 3 weeks. That seems like pretty good enforcement of a relatively low level offense.

And btw, guys like this are going to poach no matter what boundaries or limits are set. The question is do you think that suddenly large segments of the fishing community who have never poached in the past are suddenly going to start breaking the law because they can? I hope that society isn't that fragile that we all just start breaking the law because we are told we can't do something in some selected places.
