I would modestly propose the following as a solution to serial poachers:

A very heavily advertised, widely aired, public execution.

The means should be unique and fit the crime; I suggest the following. In the late 19th century, when there was a large contingent of Chinese along the coast who gathered abalone during low tides, there were several instances where these harvesters had their hands trapped under the edged of an ab shell and were held there and drowned when the tide rose. Of course a hanging, or being offered as white shark food.

I realize there may be some who think killing the rotten bastards is too extreme, but I suggest that just one or two of these public executions would pretty much eliminate the poaching problem. At least for a while...
