I need to add to one comment I made.

As far as the people I talked to that decided against getting cards because of the fines and punishment. It's not because they plan on doing anything wrong, it's because they don't want to get nailed for some unintentional infraction and have their lives turned upside down.

Something like getting physically exhausted and having to lay on the beach for a while before filling out the card will get you nailed.

Climbing up away from the rocks and and beach to safety before filling out the card will get you nailed.

Having a stupid pen that doesn't write will get you nailed.

A tag that has come off or the ink that has been smeared will get you nailed.

It has become not worth it for some to even deal with it.
