I hear the reason that Fort Ross is overdove is because many other readily accessible areas have been closed through the MPLA process. By restricting access at Fort Ross, pressure is going to shift to other areas.

This is going to be repeated up and down the coast as more MPAs are created. Unfortunately, it's a case of unintended consequences.
