I've lived in Santa Cruz most of my life, and was certified here back in '75. I must echo Seahunt's post by saying that diving here sucks, unless you like consistently bad visibility. Admittedly, all my diving in the Santa Cruz and Capitola areas has been shore diving, but I have a really hard time believing that we've got an offshore reef system that would make for a good boat dive. It would be really interesting to hear a contrary informed opinion on this last point, though. At the risk of stating the obvious, why not head 45 minutes south to the Monterey/Carmel area?
