Watching a movie Called "Assault on the Queen"

Starring Frank Sinatra as a renegade diver.

A group of adventurers refloat a WWII German submarine and prepare to use it to pull a very large heist; The Queen Mary, which they plan to rob on the high seas.

The fun part is when frank dives to 100 fsw and manages to raise a scuttled German sub in 8 minutes. He manages to open the hatch and climb in only to open a valve to drain out all the water. Frank is diving steel 80s with a non iso manifold.

How does this relate to Max?

Well Max dove a German sub, and the Queen Mary is in Long Beach. Neither he or the UB-88 team who found her in the first place had the ambition to raise her and refurbish her in order to board the Queen and steal her bouillon.
