Pt. Lobos State Reserve has lots of fish and lots of otters. Also
some crabs, and other inverts. And plenty of kelp (arguably the
thickest macrocystis cover up here).

I've got about 800 days on the water in the Monterey area. I've
seen lots of otters chowing down. I've never seen one eating fish.
And the otters eat things a lot smaller than lobster.
