Sea Lions (and Seals) primarily eat fish's and squid and rarely (not never) clams...

Otters eat primarily invertebrates, urchins, clams, shellfish and have "hands" not flippers, as well they've adapted to using tools (unique for animals) to open and access these hard shell critters. HTH
