I would beg to differ. The exact wording is this: "Permitted/Prohibited Uses: Take of all living marine resources is prohibited except for take pursuant to maintenance of artificial structures inside the conservation area per any required federal, state and local permits, or as otherwise authorized by the department."

Yes, you can argue some take is permitted under extremely limited circumstances but in terms of the way this affects 99.99% of the diving public, it's no-take.

Also, I understand what you're saying about SMCA vs Reserve but here's the wording on the Casino Point Reserve: "Permitted/Prohibited Uses: Take of all living marine resources is prohibited, except for take pursuant to maintenance of artificial structures inside the conservation area per any required federal, state and local permits, or as otherwise authorized by the department." Not a lot of difference between the two.
