Cant recommend a dive operation BUT i DO recommend EsprituSanto/Los Islotes Cant disturb the wildlife at Los Islotes so use care there but to take a day... I prefer to stay overnight on the beach... And dive a few botlles out there. Pangas can be arranged, if you show some respect, from a shrimper or one of the guys out at playa Tecolote (beaches closest to the offsore islands accessed from LaPaz) and its a great place to have a cocteles camarones before heading to my LaPosada Casita.
