The daily catch of 4 makes sense. If you can't eat it fresh you don't need it that day and 4 is good for a typical family.

Ditto for max size - those are the big breeders and why the catch has declined after they were taken.

We need much more stringent fines and asset forfeitures enforced by the courts for poachers and markets / restaurants.
