What about a one day "learners permit"? For people who want to try lobster hunting, but don't intend to go lobster hunting more than once a year.
Go online, complete a basic instruction module on the "rules", pay 10$ or whatever and receive a one day permit that entitles you to catch one legal lobster. No report card filling out necessary.
