Other states have a maximum size limit.

What I would propose:
1. Limit on the amount the commercial industry can take.
2. Limit on size, with too small and too big for take
3. Reduce the season by one month
4. Sell lobster tags, just like they do deer tags. Each tag cost x dollars. A lobster caught must be taged if retained. (raises money)
5. Fine for not returning the lobster card and loss of ability to get another until you return the last one.
6. Clarify the limit - the current lanuage is not clear. They wardens thing the regulation says one thing, the public another.
7. Set the limit at x per day and y per season. Say 5 per day and 20 per season.
