Perhaps it is time for Heal the Bay to file a lawsuit challenging the enviromental impact report or challenging the impace with the California Costal Commision. Someone smarter that me (ok, stop laughing, I know that is just about everyone) will have to figure out the appropriate legal strategy. But if you have the photos (and there are plenty of Vets) underwater before and after perhaps you can prove a case that this is damaging the marine life.
