The current DFG regulations on lobstering is outlined by section 29.80 (g):

(g) Diving for crustaceans: In all ocean waters, except as provided in Section 29.05, skin
and SCUBA divers may take crustaceans by the use of the hands only. Divers may not possess
any hooked device while diving or attempting to dive.

A speargun isn't a hooked device.

There was a time long before you entered the diving world that divers were using hooks ("eel hooks," "Baracuda hooks" etc) which were slipped over the end of the lobster carapace to aid in pulling the lobster out of their hole. That device and activity became illegal about 35 or more years ago when the limit was 10 lobsters.
