I know this is an older post, but I had heard rumors that if you don't send it back, you don't get a new license. Makes sense to me. I'm not sure how much easier it can get - either in the mail or online. 20% compliance is unacceptable. I read somewhere that the only people we're hurting is ourselves - it makes us look like the villains (over-fishing).
