Autofocus underwater needs 1) light, and 2) something that it can clearly see to grab hold of. In the absence of either of the above the answer is manual focus. Light up something that it can lock onto that is about as far away as what you want to shoot and and flip it into manual mode to hold that distance. Then, shoot and keep your fingers crossed. If the water is really junky - that is what your pictures will look like however. Krill are really hard to photograph.
