Is there really nothing on the table in regards to the number of hoop nets per person/vessel? There are places early in the season that are an absolute sea of hoop nets - it's really out of control.

In addition, hoop netters are now using a net that entraps the lobster. I always thought that hoop nets need to lay flat on the bottom, so lobsters could escape. Here's a video I shot that shows how these nets work:
