Ban hoop netters. I suspect they account for most overlimits and undersize catches. Plus they have been known to haul in commercial pots.

Also, commercial lobster licenses should be issued by the State annually via a lottery to lobsetermen who report annual takes like in Maine - these licenses go for many tens of thousands of dollars when transferred, but just a pittance to the State.

Chris - theres another eoophole that needs filling - grandfathered dredge trawling - its destroying the nearshore fishery in some locations.
