This looks like a response to group activities in crowded areas-like paddle board yoga in Marina del Rey. WTF? The article paints this a broad requirement, but I have never had an issue with a life guard beach diving in Malibu-just as I've never had one tell me I need a snorkel! I hope it never comes to that.
