Another technique used by poachers to illegally trap lobsters is to drop two traps with a long rope between them. With no floats on the surface, the perps use a hook to snag the rope and pull up the traps.

If you find any non-buoyed traps, note the location and call fish and game. There aren't enough wardens to enforce the game laws, but it is better than doing nothing.
