This puts in place a limit on the number of traps for the first time. If a lobster fisherman purchases a second permit from another fisherman so he can fish 600 traps that second permit immediately becomes non transferable and will exit the fishery when that fisherman retires. This will in time reduce the total number of permits and does not ever increase the allowable number of traps.
