Sad to say those hoop netters will take about anything they think they can get away with taking. Shorts, over limits, etc. A scam is to make multiple runs back to a vehicle that takes off, then they return to catch more.

Get a license number and call CAL-TIP (888 334-2258).

Hoop netting should be banned - its just too hard to enforce fishing regulations over this practice and too many unscrupulous folks doing it.
