If California were to modify its laws and regulations regarding poaching lobster and abalone, what would the dive community suggest?

Overlimits, out of season, undersize, (oversize?), take from an MPLA, illegal / non licensed commercial take, . Different degrees of penalties based on the quantity or type of offense? A sliding scale - based on what (1 overlimit versus 5 versus 100)?

Should penalties also apply to those engaged in commerce of illegal take? Like restaurants, wholesalers, retail? Stricter or lesser penalties? Liens against future earnings?

Given how crowded prisons are in California, is jail time a real option? Should fines, asset forfeiture, loss of license, and community service be the main deterrents? What should they be?

Should judges have discretion in setting fines or punishment or should they be set by the legislature?
